Le principe de Peter ou le principe d'incompétence
Le Principe de Peter, de Laurence J. Peter (en) et Raymond Hull (en), est un principe satire relatif à l'organisation hiérarchique. Il est paru originalement sous le titre The Peter Principle (1969).
Selon ce principe, « tout employé tend à s'élever à son niveau d'incompétence. »
Il est suivi du « Corollaire de Peter » :
« Avec le temps, tout poste sera occupé par un incompétent incapable d'en assumer la responsabilité. »
Dans une entreprise, les employés compétents sont promus et les incompétents restent à leur place. Donc un employé compétent grimpe la hiérarchie jusqu'à atteindre un poste pour lequel il ne sera pas compétent. À ce stade-là, il devient donc un incompétent qui va occuper son poste indéfiniment.
Autrement dit :
- un incompétent garde son poste
- un employé compétent promu est remplacé par un autre employé, potentiellement incompétent
- si le nouvel employé est compétent, il sera promu et remplacé à son tour par un nouvel employé jusqu'à ce que le poste échoie à un incompétent.
Le principe de Peter connait deux extensions principales établies a posteriori :
- Si les pays vont si mal c'est parce que tous les salariés des administrations, responsables du bon fonctionnement des pays donc, sont incompétents pour leur poste. Les administrations qui gèrent les pays sont donc incompétentes pour leurs fonctions d'où le mauvais fonctionnement des pays.
- La seconde extension est appelée Loi de Dilbert (du nom d'un personnage de bande-dessinée) ; elle relève plus de l'empirisme que d'une déduction sociologique réelle. Elle dispose que les employés les moins compétents seront toujours affectés aux postes où on est sûr qu'ils produiront le moins de dégâts, c'est-à-dire l'encadrement.
Peter remarque que plus le nombre d'échelons hiérarchiques est élevé, plus chacun voit une chance de parvenir à son niveau d'incompétence et de subir « la stagnation de Peter ». Il remarque que les hiérarques, quand ils sont devenus réellement incompétents, se complaisent à fréquenter des réunions, colloques, séminaires, symposiums, conférences... Le corps des hiérarques peut alors entrer en « lévitation » sous le nom de « sommet volant ». En résumé, on ne peut déboulonner un hiérarque incompétent :
- seul un hiérarque peut le faire
- s'il le fait, il se déjuge et admet son incompétence à discerner le personnel compétent
- mais on peut toujours déplacer la sous hiérarchie que constitue le personnel sous ses ordres
- le hiérarque reste ainsi seul à la tête d'une pyramide sans base, sur son « sommet volant »
Peter remarque que la compétence, chez les employés d'une organisation, se répartit selon une loi normale :
- 10 % sont super-incompétents ;
- 20 % sont incompétents ;
- 40 % sont modérément compétents ;
- 20 % sont compétents ;
- et 10 % super-compétents.
Peter observe que les 80 % au centre de la courbe restent au sein de la hiérarchie, mais pas les 20 % aux extrêmes, c'est la « défoliation hiérarchique ». Si le renvoi des 10 % super-incompétents semble évident, celui des 10 % super-compétents n'en est pas moins logique.
La super-compétence est plus redoutable que l'incompétence, en cela qu'un super-compétent outrepasse ses fonctions et bouleverse ainsi la hiérarchie. Elle déroge au premier commandement : « La hiérarchie doit se maintenir ». Pour qu'un super-compétent soit renvoyé, deux séries d'évènements doivent se produire :
- la hiérarchie le harcèle au point de l'empêcher de produire ;
- il n'obéit pas aux principes de « respect de la hiérarchie ».
Si l'une des deux séries manque, il n'est pas renvoyé.
Pour un dirigeant constatant qu'il a des cadres supérieurs incompétents, il est conseillé de recourir à la « sublimation percutante ». Cette manœuvre, dont Peter avait constaté l'existence avant de publier ses idées, consiste à accorder à une personne incompétente une promotion vers un poste plus prestigieux en apparence, mais en fait à responsabilité très inférieure. À cet usage, Peter constate que les nouveaux postes ont des titres très impressionnants en comparaison de leur contenu.
Pour les personnes constatant leur propre incompétence, Peter recommande diverses diversions, par exemple la « spécialisation dans le détail » (un directeur d'école ne s'intéresse qu'à établir des sens de circulation dans les couloirs), ou « l'aberration totale », cette dernière consistant à cesser tout à fait de tenter d'accomplir son travail. Ces méthodes ne sont pas considérées comme mauvaises pour l'entreprise ou l'organisation, étant donné que dans toute organisation le travail est accompli par les personnes compétentes, les incompétents ne pouvant que les gêner.
Il est toutefois préférable de se maintenir à un poste auquel on est compétent, non seulement dans l'intérêt de l'organisation où l'on travaille, mais aussi parce qu'être compétent à son poste est un facteur de bonheur personnel. Or, Peter constate que le refus d'une promotion est mal vu par l'entourage des personnes.
Peter trouve divers exemples de personnes qui, heureuses à leur poste, accomplissent correctement leur travail principal tout en commettant des gaffes dans un aspect secondaire (ne pas s'occuper correctement de documents administratifs) ou même dans la vie de l'entreprise (se garer à la place réservée à un supérieur de temps en temps). Cette stratégie, consciente ou non, est baptisée « incompétence créatrice ».
Le principe est parfois évoqué, à tort, comme permettant la promotion d'un incompétent1. Mais si le principe de Peter permet à quelqu'un d'être promu à un poste pour lequel il n'est pas compétent, il indique que celui qui est incompétent au poste qu'il occupe déjà ne sera plus promu. L'exemple habituellement cité est celui d'un chef d'État qui serait accusé d'être un incompétent promu au plus haut poste, en application du principe de Peter. Or si l'on se conforme au principe de Peter, sa promotion au poste de chef d'État prouverait qu'il était compétent à tous les postes inférieurs précédemment occupés — sauf à supposer que ce poste de chef d'État est un poste prestigieux mais sans responsabilité conçu pour écarter les incompétents (sublimation percutante). À noter qu'il est très compliqué d'utiliser le principe de Peter en politique, car accéder à un mandat d'élu n'est pas une promotion depuis une précédente fonction de dirigeant (ministre, par exemple), mais une promotion depuis le statut de candidat en campagne.
En revanche, le principe de Dilbert inventé par Scott Adams autorise la promotion des incompétents. Adams pense que les promotions sont de nos jours attribuées de manière si injuste que l'époque où régnait le principe de Peter apparaît comme un âge d'or en comparaison.

Нужен совет от тех, кто сталкивался с подобной ситуацией. У меня после аварии осталась машина, и состояние у неё, мягко говоря, тяжёлое — восстановлению не подлежит. Мастер в сервисе сразу сказал, что даже не стоит пытаться: геометрия нарушена, двигатель пострадал, электроника наполовину мертва. Стоит она теперь у дома как напоминание о том дне, и я понимаю, что единственный реальный вариант — продать её на запчасти.
Начал смотреть варианты, но чем больше читаю, тем больше вопросов. Многие пишут, что выгоднее сдавать авто целиком, другие — что разборка по деталям приносит больше денег, но требует времени и сил. Раньше я отдавал предпочтение обычной эмали, но со временем она начинала желтеть и трескаться от высокой температуры. Сейчас склоняюсь к специальным термостойким краскам, предназначенным именно для радиаторов.
Они, как правило, акриловые или алкидные. Кто какие марки посоветует? Важен не только цвет (хочется что-то не банальное, кроме белого), но и долговечность покрытия.
Буду рад услышать ваши советы и опыт! Давайте вместе найдем оптимальное решение для наших радиаторов. Подскажите какая краска для батарей лучше? -
Приветствую, уважаемые форумчане!
На производстве столкнулся с интересной задачей и хотел бы обсудить ее с вами. Мы занимаемся модернизацией экструзионной линии, и ключевым этапом является внедрение преобразователей частоты для управления скоростью вращения шнека.
В целом, все идет по плану: выбрали ПЧ, подходящий по мощности и функционалу, настроили основные параметры, подключили двигатель. Изначально все работает идеально: плавно разгоняется, держит заданную скорость. Но спустя некоторое время работы (примерно несколько часов) начинают проявляться периодические сбои. Шнек начинает дергаться, скорость "плавает", и на ПЧ выскакивает ошибка по перенапряжению в звене постоянного тока (DC-link overvoltage).
Перепроверил все подключения, сопротивление изоляции двигателя в норме, параметры сети соответствуют норме, тормозной резистор подключен и функционирует (проверял осциллографом). Замена ПЧ на другой, точно такой же модели, результата не дала – проблема повторяется.
Кто сталкивался с подобной проблемой? Какие еще параметры стоит проверить или подкрутить в настройках ПЧ? Может быть, нужно использовать сетевые фильтры или дроссели для подавления гармоник? Буду признателен за любые советы и наводки! Использую Частотный преобразователь 22 кВт. -

Хочу поделиться своим опытом перехода на виртуальные серверы (VPS/VDS) и рассказать, почему это решение стало для меня настоящим прорывом. Возможность самостоятельно выбирать операционную систему, устанавливать необходимое ПО, масштабировать ресурсы по мере необходимости – это действительно бесценно. Я получил полный контроль над своим проектом, избавился от проблем с производительностью и внезапными отключениями из-за перегрузки сервера.
Разумеется, как и в любом деле, здесь есть свои нюансы. Необходимо обладать хотя бы базовыми знаниями администрирования Linux или Windows Server. Но, поверьте, оно того стоит! Результат – стабильная работа проекта, высокая производительность и уверенность в завтрашнем дне.
